there has, in practice, been a vast divergence between the substance of the Carney agenda and the story the prime minister continues to tell about it. Carney’s agenda is, by any reasonable standard, a right-leaning program of deregulation, cuts, and public sector retrenchment.

As a side note, I’ll say I’m glad to see voters being treated as smart and capable here, instead of assuming they’re all angry dullards. Carney’s government promised (and continues to trumpet) a Canadian-style, community solidarity approach to the current moment (including moving away from reliance on the US).
But it’s actual policy approach is Trump appeasement, coupled with US-style deregulation and austerity budgets. Which most Canadians don’t want and didn’t vote for. So it’s no surprise that Carney’s numbers are declining, because people notice when politicians say one thing and do another. Especially when the things they do are making things worse for the majority of people.
